The empty street fell silent as everyone was stunned. Before they could react, Rulu raised his hand, and the ice sword that had just killed the man flew up again, hovering in mid-air with its tip pointed at the Governor.
"Die," Rulu said coldly. The ice sword flew toward the Governor at incredible speed, striking him in the chest.
Something strange happened—when the ice sword hit the Governor's chest, it didn't pierce his body but bounced off with a "thud." Only the Governor's clothes were torn; he wasn't even bleeding and didn't appear to be injured.
"So you can strengthen your body to block my attack? You're also an Ultra-capable?" Rulu's eyes showed surprise as he looked at the Governor.
The Governor patted his chest where he had been struck, appearing unharmed, and said proudly, "Surprised, aren't you? My body is as hard as stone. Your pathetic sword can't harm me."
"Is that so?" Rulu raised an eyebrow. With a wave of his hand, he poured out all the remaining water from his flask. This water once again transformed into an ice sword. Together with the previous sword, the two ice swords flew rapidly toward the Governor.
"Hmph, no matter how many you send, it's all the same," the Governor showed no fear, directly raising his arms to block the swords' attacks. With two clear "clangs," the flying swords struck the Governor's arms and bounced off. The Governor's arms were only slightly scratched, while the tips of the ice swords broke off from the powerful impact.
"Fool, your tricks are useless against me," the Governor laughed triumphantly. His subordinates also shouted, cheering him on:
"Our Governor is a level-three Ultra-capable! Not only is he immensely strong, but his body is like iron. No weapon can harm him."

Howling winds gathered, and a white, vortex-shaped storm appeared about a meter above Rulu's head. The storm contained numerous small ice fragments that collided with each other due to the high-speed rotation, making sharp "tinkling" sounds.
"What spell is this now?" The Governor stared at the white vortex storm above Rulu, feeling a chill emanating from it. His instincts told him there was something strange about the white vortex, but since he didn't know what Rulu intended to do, the Governor didn't dare act rashly. He stood at a distance, staring intently at the white vortex.
Rulu also stood still, maintaining his posture without moving. The white vortex above his head continued to change. As time passed, it grew larger and larger. Initially, the white vortex was only about twenty centimeters in diameter, but after about ten seconds, it grew to over fifty centimeters. After another ten seconds, it was over eighty centimeters, and after more than a minute, the white vortex's diameter had reached over two meters.
"Strange, why isn't he acting yet? Could it be..." the Governor thought. When he realized the white vortex storm was continuously growing larger, he suddenly understood.

The Governor's men pulled out guns and aimed at Rulu, attempting to attack him. Rulu glared at the guns, and with "bang" and "pop" sounds, all the guns exploded automatically, frightening those holding them into throwing their weapons to the ground.
"Idiots! This kid is a magic Ultra-capable who can control objects remotely. Guns are useless against him. Attack him at close range!" the Governor shouted again, and his four subordinates charged towards Rulu with their bare hands.
"Come on, I'll deal with all of you at once!" Rulu's lips curled into a smile. Feeling that the storm he had summoned was powerful enough, he waved his hand, and the white vortex storm above him spun rapidly towards the four strong men, colliding with them.
The four men's faces suddenly showed terror. They opened their eyes and mouths wide, seemingly wanting to shout or speak, but for some reason, no sound came out. With sharp "hissing" sounds, ice began to form on the four men's bodies at a visible rate.
"This... this is a freezing vortex?!" the Governor exclaimed. The temperature inside the white storm vortex was terrifyingly low. As soon as the four strong men came into contact with the white vortex, their hands and feet became numb, and their bodies stiffened, unable to move. They stood in place, maintaining their previous postures without moving, allowing the cold whirlwind to blow against their bodies.
After about ten seconds, ice covered the entire bodies of the four men. With crisp "clanging" sounds, the men—now transformed into ice sculptures—fell rigidly to the ground, never to rise again. At the same time, the white freezing vortex, having exhausted all its power, gradually dissipated into the air.
